1. Meeting of Senate.—The Senate met at three p.m., pursuant to adjournment.

The Late H onorable Sir Simon F raser.—The Minister for Repatriation (Senator Millen), by leave of the Senate, moved—That the Senate places on record its appreciation of the public - services of the late Honorable Sir Simon Fraser, who was a member of the Federal Convention and a representative of the State of Victoria in this Chamber from the inception of Federation for
several years. · The Senate tenders its sincere sympathy to his bereaved widow and family. And the motion having been seconded by Senator Gardiner and supported by Senator Keating— And all Senators present having risen, in silence— Question passed unanimously. ·

5. P rinting Committee: Third R eport.—Senator Barker brought up the following Report from the Printing Committee :— . Third R eport. The Printing Committee have the honour to report that they have met in Conference with the Printing Committee of the House of Representatives.

Adjournm ent to D ebate Matter of U rgency.—Senator Needham, in order to discuss a matter of urgent public importance, viz., The case of Major W. D. Evans and the Mount Bard well Estate, moved—That the Senate, at its rising, adjourn till 11 a.m. on Thursday, 7th inst. At the termination of half-an-hour, Senator Needham not having concluded his speech, the Standing Orders were suspended, and leave given him.to continue his speech for an additional half-hour. Debate ensued. ' Motion, by leave, withdrawn. 7. Questions.—Questions on notice were answered. . 8. P aper.—The Minister for Repatriation (Senator Millen) laid on the Table the following Paper, viz.:— By Command— Shaw Wireless Works, Randwick : Correspondence between Ex-Senator J. J. Message from the H ouse of R epresen ta tiv es.—Commercial Activities B ill.—The following Message from the House of Representatives was received and read Mr. P resid en t, Message No. 94. The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Aot relating to certain Commercial Activities carried on by the Commomveallh in lime of War,” with which it desires the concurrence of the Senate. House of Representatives, Melbourne, 6th August, 1919. Bill read a first time, and second reading made W. ELLIOT JOHNSON, Speaker. an Order of the Day for to-morrow. 10. Northern Territory Ordinance No. 8 of 1919 : Disallowance.—Senator Ncwland proceeding, pursuant to notice, to move—That Northern Territory of Australia Ordinance No. 8 of 1919, entitled “ An Ordinance to Provide for a Council of Advice for the Northern Territory”, be disallowed. And Senator New land not having concluded his speech— Ordered—That the debate be adjourned till the next, day of sitting, and that Senator Newland have leave to continue his speech. · 11. Lighthouses Bill.—Order of the Day read for the consideration of the Bill, as reported. The Acting Minister for Defence (Senator Russell)"moved—That the Report be adopted. Question—put and passed. ' ' Ordered—That the third reading of the Bill be an Order of the Day for the next day of sitting. 12. Standing Orders Committee : First R eport (New Standing Order No. 416a).—Order of the Day read for the consideration of the Report from the Committee of the Whole, agreeing to the following new Standing Order, viz. -416a. Where a Session of Parliament has continued for more than fifteen months, Standing Orders Nos. 133, 413, 414, and 416 shall not apply to any subject or matter that has transpired or been dealt with more than six months previously. The Acting Minister for Defence (Senator Russell) moved—That the Report be adopted. Question—put and passed. 13. A djournment.—The Acting Minister for Defence (Senator Russell) moved—That the Senate do now adjourn. Debate ensued. Question—put and passed. The Senate adjourned at half-past six p.m. till to-morrow at three p.m. 14.
