JOURNALS OF THE SENATE.

THURSDAY, 17th JULY, 1919.

1. Meeting of Sknatk.—The Senate met at eleven a.m., pursuant to adjournment.

2. PRAYERS. " '

3. Annus R eport of P roceedings in Senate.—Senator Gardiner moved—That so much of the Standing Orders be suspended as would enable him to discuss the report in the Argus in regard to yesterday’s proceedings in the Senate. .

Debate ensued. ·

Question—put and negatived.

L P apers.—The Acting Minister for Defence (Senator Russell) laid on the Table the following Papers, viz.:— Pursuant to Statute— Public Service Act 1902-1918.—Promotions, Prime Minister’s Department. —

5. Questions.— Questions on notice were answered.

6. L eave of A bsence.—Senator Reid, pursuant to notice, moved—That leave of absence for two months be granted to Senator Crawford on account of urgent public business. Question—put and passed. x

7. W ireless T elegraphy Bill.—The Acting Minister for Defence (Senator Russell), according to Order, moved—That the Bill be now read a third time. · Question—put and passed. . -

Bill read a third time and passed.

8. L ighthouses Bill.—The Senate, according to Order, resolved itself into a Committee for the further consideration of the Bill. '

In the Committee.

Clause 1 further considered and agreed to. Clause 2 read— Senator Guthrie moved an amendment, viz , line 11, leave out “ agents”. Debate ensued.

Amendment, by leave, temporarily withdrawn. ’

Senator Fairbairu moved an amendment, viz., lines 11 and 12, leave out “ or the master, owner, agents and charterers of any ship which ”. Debate ensued. To report progress and ask leave to sit again.

The President resumed the Chair ; and Senator Bakhap, from the Committee, reported that the Committee had further considered the Bill and had made progress, and asked leave to sit again. Ordered—That the Committee have leave to sit again to-morrow.

9. Trade Marks Bill.—The Senate, according to Order, resolved itself into a Ooramitt·· for the further consideration of the Bill. '

In the Committee.

Clauses 2 and 3 agreed to. Clause 4 read— Senator Gardiner moved an amendment, viz., lines 11-13, leave out “ or of some member of the Royal Family, or of the Governor-General, or of the Governor of a State, or of some Department

of the Government of the Commonwealth or of a S tate”. Debate ensued.

At one p.in. the sitting of the Committee was suspended till half-past two p.m.

Debate, interrupted by the suspension of the sitting, resumed. Amendment negatived. Clause 4 agreed to. Clause 5 agreed to. Title agreed to. , _

Bill to be reported without amendment.

The President resumed the C hair; and Senator Bakhap, from the Committee, reported accordingly. Whereupon the Senate adopted such Report. Ordered—That the third reading of the Bill be an Order of the Day for the next day of sitting.

•0. Adjournment.—The Acting Minister for Defence (Senator Russell) moved—That the Senate do now adjourn. . . .

The Senate adjourned at twelve minutes past five p.m. till Wednesday week, 30th July, at three p.m.
