of goods to China and Siam. Dated 2nd July, 1919, prohibiting exportation (except under certain conditions) of all goods to (late) German New Guinea. 11. L eave of Absence.—Senator Millen, pursuant to notice, moved—That leave of absence for two months be granted to Senator Pearce, absent on account of urgent public business. • Question—put and passed. . '

12. P ostponement.—Ordered—That Private Business, Notice of Motion No. 6, be postponed until Thursday 24th instant.

13. R uling of P resident : Objection to—Order of the Day read for the adjourned debate on the Question—That the President’s ruling to the effect that the following Question, viz. :— , “ Is it a fact that the British officers in command of the Australian Navy have passed severe and savage sentences on men who have rendered distinguished service during the war ”—

is out of order, be disagreed with. Debate resumed. <

Debate ensued. Question—put and passed. Bill read a second time. The Senate, according to Order, resolved itself into a Committee for the consideration of the Bill

Clause 1 read. To report progress and ask leave to sit again.

The President resumed the Chair; and Senator Bakhap, from the Committee, reported that the "Committee had considered the Bill and had made progress, and asked leave to sit again, Ordered—That the Committee have leave to sit again to-morrow.

15. Wireless Telegraphy Bill.—The Acting Minister for Defence (Senator Russell) according to Order, moved—That the Bill be now read a second time. Question—put and passed. Bill read a second time. -

The Senate, according to Order, resolved itself into a Committee for the consideration of the BilL

In the Committee.

Clauses 1 and. 2 agreed to. Title agreed to. Bill to be reported without,amendment.

The President resumed the Chair ; and Senator Bakhap, from the Committee, reported accordingly. Whereupon the Senate adopted such Report. .

Ordered—That the third reading of the Bill be an Order of the Day for the next day of sitting.

16. T rade Marks Bill.—The Acting Minister for Defence (Senator Russell) according to Order, moved— That the Bill be now read a second time. Debate ensued. *

At half-past six p.m. the sitting of the Seriate was suspended till eight p.m.

Debate, interrupted by the suspension of the sitting, resumed. Question—put and passed. Bill read a second time. The Senate, according to Order, resolved itself into a Committee for the consideration of the Bill.

The President resumed the Chair ; and Senator Bakhap, from the Committee, reported that the Committee had considered the Bill and had made progress, and asked leave to sit again. Ordered—That the Committee have leave to sit again to-morrow.

18. A djournment.—The Acting Minister for Defence (Senator Russell) moved—That the Senate do now adjourn. ,

Debate ensued. .

19. Count-out.—Notice being taken that a quorum of Senators was not present, the bells were rung for two minutes ; and the President, having counted the Senate and a quorum not being present, forthwith adjourned the Senate till the next sitting day. - - Present at the time of count-out—Senators Gardiner, Givens, Grant, Henderson, McDougall,
