Senator Messner, by leave, gave a Contingent Notice of Motion, as follows: To move (contingent on clauses 5 to 9 inclusive, 19 to 26 inclusive and 44 to 47 inclusive of the Taxation Laws Amendment Bill 1986, or any of those clauses, being negatived in Committee of the Whole, and the Bill being read a third time)-That so much of the Standing Orders be suspended as would prevent Senator Messner moving a motion to refer the proposed provisions contained in those clauses to the Standing Committee on Finance and Government Operations.

Pursuant to Sessional Order, consideration of Government Papers was called on.
