You look at the particular circumstances of that person. You determine the status of the organisation in question and then you consider it and take it to the next stage. But, unless a person comes forward and provides you with the circumstances and the detail of their circumstances, you can't in isolation make any consideration about that person's status, connections or whatever until that person comes forward and gives you the appropriate detail.
