Senator HILL (Minister for Defence) (6:21 PM) —If I constantly respond I am playing into Senator Brown's hands of wanting to string out this debate forever. What he said is not quite true. I said that we did not believe that his amendment added value, but we believe there is also a negative to adopting it in that it would weaken the protections on expropriation that are included, which I have said are consistent with existing law and which we think are very important. Not only is there not a positive; we believe there is a negative in adopting this particular amendment.
