Mrs Moylan asked the Minister for Infrastructure, Transport, Regional Development and Local Government, in writing, on 12 November 2008:

In respect of his letter dated 22 April 2008 about the allocation of $98.1 million for works along the Great Northern Highway (GNH), from Muchea to Wubin—

(1)   Can he provide details of the proposed works, including the estimated costings for each separate stage.

(2)   To date, what: (a) works have been completed; and (b) was the actual cost for each section.

(3)   Can he provide: (a) a detailed list of sections of the works that remain unfinished; (b) the timelines for completion; and (c) project costings for the works.

(4)   Can he advise whether the allocation of $98.1 million was transferred to the Government of Western Australian for these works; if so, on what date.

(5)   Given the site for construction of the Muchea saleyards was announced after the allocation for work on the GNH, has the Government made provision for separate funds for undertaking works to the intersection of the GNH and Brand Highway; if so, (a) what amount has been allocated, and (b) when is it anticipated that the work will commence.


Mr Albanese (Minister for Infrastructure, Transport, Regional Development and Local Government) —The answer to the honourable member’s question is as follows:

(1)   The Australian Government is providing a total of $98.1 million to undertake a series of realignment and reconstruction works, intersection upgrades and construction of passing lanes between Muchea and Wubin. Of this amount, $65.1 million has been earmarked for upgrades between Muchea and Bindoon and New Norcia and Bindi Bindi. The remaining $33 million has been earmarked for works between Bindoon Hill and New Norcia.

(2)   and (3) To date $86.5 million has been paid to Western Australia for works on the Muchea to Wubin project. Projects at Blue Plains and Perry Roads, Bindoon Hill and Walebing, Tea Tree and Spice Roads, New Norcia and the Chittering Roadhouse have been completed. Upgrading works on the New Norcia to Waddington section and the Walebing to Bindi Bindi section will be complete in 2009.

(4)   To date the Australian Government has provided $86.5 million to Western Australia for works undertaken between Muchea and Wubin. This is comprised of $53.5 million paid on a monthly claim and reimbursement basis and $33 million paid in June 2006 as part of the $323 million Accelerated Great Northern, Great Eastern and Eyre Highways Upgrade Package.

(5)   The Australian Government is currently considering a funding proposal to upgrade the intersection between the Brand and Great Northern Highways.
