Mr LUSHER(9.35) —I do not want at this stage to canvass further any of the arguments. I think they have been very ably put by my colleague the honourable member for North Sydney (Mr Spender) by the Deputy Leader of the Opposition, the honourable member for Bennelong (Mr Howard), by the honourable member for Curtin (Mr Rocher) and by others in the second reading debate. I ask whether the Minister for Finance (Mr Dawkins) will respond to some of those questions that have been raised, without closing the debate, because there are points we would like to pursue with him. If he is prepared to respond at this stage we can get on with that.

Mr Dawkins —If you sit down, when you have all had a go I will respond.

Mr LUSHER —We want the Minister to respond now so we can debate the matter.
