the Government (Senator Button) and pursuant to Notice of Motion not objected to as a Formal Motion, moved - e (1) That the Particulars of Certain Proposed Expenditure

ESTIMATES COMMITTEE A
REPORT TO THE SENATE
Estimates Committee A has the honour to report to the Senate.
1. On 23 August 1984 , the Senate referred to the
Committee the Particulars of Proposed Expenditure for the year 1984-85, and Expenditure under the Advance to the Minister for Finance for the year ending 30 June 1984, relating to the Parliament, the Department of Industry and Commerce, Department of the Prime Minister and Cabinet, the Department of Employment and Industrial Relations, and the Department of Communications.
2. The Committee has considered the Estimates of the Departments, together with the Departmental Explanatory Notes, and has received evidence in relation to them from the President of the Senate (Senator the Hon. Douglas McClelland), the Minister for Industry and Commerce (Senator the Hon. John
Button), and officers of the Departments concerned. Copies of the Minutes of Proceedings and Hansard reports of the evidence taken by the Committee are tabled for the information of the Senate in connection with Appropriation (Parliamentary Departments) Bill 1984-85, Appropriation Bill (No. 1) 1984-85 and Appropriation Bill (No. 2) 1984-85. Answers to questions which were deferred and subsequently given in writing since the Committee's last hearings will be tabled in the Senate and
incorporated in the final Hansard report of the Committee's hearings.
3. The Committee draws the attention of the Senate to the following matters arising from its consideration of the Estimates.
PARLIAMENTARY DEPARTMENTS
Commonwealth Record
In considering the Estimates of the Department of the Senate the Committee noted that $50,000 was being sought for the purchase of the Commonwealth Record for Senators in 1984-85 - an increase of more than $8,000 on actual expenditure in 1983-84. The Committee was advised that the current guidelines enable a
Senator to take out, through the Department of the Senate, up to 10 subscriptions at a current cost of $144.60 per annual subscription. These guidelines were originally established by the then Department of Administrative Services and were maintained by the Department of the Senate when it assumed responsibility for the supply to Senators of the Commonwealth Record late in 1982. The Committee was further advised that at

present about 25 Senators receive their maximum entitlement of 10 subscriptions while the remainder receive a lesser number or none (about 21 Senators receive only one subscription).
The Committee understands that when the original
entitlement was set, the intention was to enable Senators (and Members) to supply copies of the Commonwealth Record to selected constituents.
However, in view of the rising, annual cost of subscriptions the Committee queries whether the guidelines are still appropriate or whether a lesser number of subscriptions - perhaps as low as two per Senator - should be considered. In the Committee's view the money saved would be better used to provide periodical subscriptions of more direct benefit to Senators than multiple copies of the same publication. The matter is one which
the President may wish to have reviewed at a suitable
opportunity.
Transfer of Functions
The Senate Select Committee on Parliament's Appropriations and Staffing in November 1981 recommended that the President arrange discussions with appropriate Executive departments with a view to transferring to the administration of the
Parliamentary departments those functions affecting Senators' entitlements and facilities currently administered by them. In its Report of October 1983 Estimates Committee A expressed a particular interest in seeing the implementation of this
recommendation.
Several functions were transferred in 1982 and early 1983 and discussions have continued on the transfer of policy and funds control in relation to a number of additional functions, such as:
. electorate office accommodation, furniture, fittings and office equipment;
. payment of Senators' (and Members') staff, including salaries, overtime and travelling allowances;
. stationery, postal and telephone services, incidental and other expenditure;
. conveyance of Senators (and Members);
. visits abroad and parliamentary delegations.
The Committee considers it appropriate for matters such as the above to be administered by the Department of the Senate (and the Department of the House of Representatives in the case of Members) rather than by an Executive department. (It should be noted that 'policy and funds control' is not intended to mean
taking over functions from bodies such as the Remuneration Tribunal but merely the implementation and administration of the 4
decisions of such bodies. The administration of matters relating solely to Ministers, Shadow Ministers, Party Leaders, etc., is also excluded from the transfer proposal.).
The Committee was somewhat concerned, therefore, to find in the annual report of the Senate Standing Committee on
Appropriations and Staffing, tabled on 12 September 1984, that Cabinet, having considered the matter, was of the view that there should be no further transfer of functions. However, the annual report went on to state that after a delegation from the Appropriations and Staffing Committee had met with the Minister
for Finance (also representing the Special Minister of State) the proposal was to be further considered. The Committee hopes that, upon further consideration having taken place, the transfer of additional functions will proceed.
An example of the desirability for having all functions relating to Senators and Members administered by the
Parliamentary departments arose in the Committee's examination of the Senate Estimates for 1984-85. These Estimates include an amount of $932,000 for the implementation of the first stage of the Senate Information Systems Strategic Plan.
The first stage includes the purchase of microcomputers and associated equipment for a number of Senators' Parliament House offices - the President at present having responsibility for services to Senators only within Parliament House. Later stages of the Strategic Plan make provision for the Parliament House equipment to be directly linked to compatible equipment in
Senators' electorate offices. However, the provision of equipment in electorate offices is presently the responsibility of the Special Minister of State.
Problems which could arise in relation to matters such as differing priorities between the Special Minister of State and the Parliament on the supply of equipment to Parliament House and to electorate offices, compatibility of equipment and
software, and the tendering process, would be obviated if the Parliament had responsibility for Senators' and Members' electorate offices as well as their Parliament House
accommodation. Significant savings on tenders could also result.
The supply of information and information processing services to Members of Parliament is a continually evolving process, but one which is centred on the Parliament. In the Committee's view, it would therefore be both desirable and
logical for the Parliament to have sole administrative responsibility for the supply of all the necessary equipment.

DEPARTMENT OF COMMUNICATIONS
Explanatory Notes
The Committee noted that the Explanatory Notes of the Department of Communications, more than those of other departments it examined, tended to present the dissection of an item in terms of functional categories while the following reconciliation was presented mainly in terms of programs or activities, with insufficient explanatory material to enable the two to be directly related. Consequently, it was not always possible to find an explanation for each of the variations categorised in the dissection. The Committee commends the Explanatory Notes of the Department of Finance as an example of how the dissection and reconciliation should be related, with
the same categories being used in each.
The Committee also considered that the explanatory material presented by the Australian Broadcasting Corporation could have been better organised. The detailed explanations should have been presented in the order of the functional categories shown
in the dissection rather than being reorganised into the two major categories of 'salaries' and 'expenses', which necessitated considerable tracing through and page-turning to find relevant explanations.
Two other observations the Committee makes in relation to the Department's Explanatory Notes are that:
(1) it would have been assisted by a glossary of the
abbreviations and acronyms used in the Notes; and
(2) the presentation of material should be consistent throughout the Notes (for example, for several items the reconciliation preceded the dissection, whereas the reverse should have been the case; and in some comparisons of 1983-84 expenditure and 1984-85 proposed expenditure the columns were reversed).
Australian Broadcasting Corporation
In its Report of May 1984 on the Additional Estimates for 1983-84 the Committee had cause to criticise the Australian Broadcasting Corporation for its failure to properly inform the Committee at its hearing on 4 May. This failure caused the Committee to seek from the Senate an extension of time for it to
report to enable it, in the words of the May Report, 'to pursue what it regarded as vital questions going to the heart of the accountability of statutory authorities to the Parliament'. A second hearing involving the Australian Broadcasting Corporation
took place on 30 May.

As a result of its experience with the Corporation, the Committee recommended in its May Report that the Senate re-affirm the following principle, first adopted by the Senate in 1971 after criticisms by Estimates Committee B of the then Australian Broadcasting Commission's attitude to parliamentary
scrutiny:
"That whilst it may be argued that Statutory Authorities are not accountable through the responsible Minister of State to Parliament for day-to-day operations, they may be called to account by Parliament itself at any time and that there are no areas of expenditure of public funds where these corporations have a discretion to withhold details or explanations from Parliament or its Committees unless the Parliament has expressly provided otherwise."
The Senate re-affirmed the principle on 4 June 1984 .
The Committee, in its May Report, also criticised the Corporation for its ' indifference1 to the Committee's role in failing to provide promptly, and then only in limited form, information sought at the 4 May hearing - most of the
information requested was provided only hours before the 30 May hearing.
The Committee's experience in examining the 1984-85 Estimates of the Corporation in September lead it to question whether the Corporation has undergone any change of attitude. Information which the Managing Director, Mr Whitehead, and
senior officers undertook to provide as a result of questioning at the 30 May hearing was not sent to the Committee until 9 July, and what was received was, in the Committee's view, less than adequate. Additional information sought at the September hearing, while this time received promptly, was again considered by the Committee to be less than adequate.
At the hearing itself, the Committee considered as less than satisfactory a number of the answers given by Mr Whitehead who appeared, at least, to be inadequately briefed on matters on which he could reasonably have expected questions. The Committee
suggests that Mr Whitehead should consider the greater use of experienced officers to answer questions which he is not in a position to answer completely or satisfactorily.
Statutory authorities are created by the Parliament and remain fully accountable to the Parliament. While such authorities have been given a degree of independence in terms of their day-to-day operations, they nevertheless remain finally answerable. The Australian Broadcasting Corporation, which is asking Parliament for $340 million of public funds to support
its operations in 1984-85, is -no exception.
Previous Estimates Committees have expressed concern at the manner in which the Australian Broadcasting Corporation has fulfilled its responsibilities to account to the Parliament. Nothing in the past two hearings before this Committee has done
anything to alleviate that concern.

Unless there is an improvement there will come a time when this Committee will have to recommend to the Senate that it do more than merely draw the attention of the Australian
Broadcasting Corporation to its obligations to the Parliament.
BUDGETARY REFORMS AND THE PRESENTATION OF APPROPRIATIONS
Since coming to office, the present Government has proposed and/or implemented several budgetary reforms, with consequential changes in the presentation and structure of the appropriations presented to Parliament. The Minister for Finance has referred to a number of these changes in correspondence with the Committee during the past year - for example, the consolidation of certain administrative provisions.
In his most recent letter, dated 3 September 1984 , the Minister referred to the fact that the reforms could also have an effect on the explanatory material presented to Parliament and suggested that the time might be opportune to rationalise the current format of departmental explanations and to improve budgetary documentation. The Minister has written in similar terms to all Estimates Committees and to the Standing Committee on Finance and Government Operations.
As the issues arising are common to all Estimates
Committees, the Committee believes there would be merit in discussions at some stage between the Department of Finance and the Committees - perhaps represented by their Chairmen, Deputy- Chairmen and Secretaries.
However, before such a meeting is held the Committee considers that there would be benefit in the whole question being first examined by the Standing Committee on Finance and Government Operations, with a view to it arriving at
recommendations on any changes in the content and presentation of Explanatory Notes. The Committee's report could form the basis of discussions between the Estimates Committees and the Department of Finance.
The Committee therefore recommends that the following be referred to the Standing Committee on Finance and Government Operations for examination and report: Present and planned changes in the presentation and structure of the appropriations presented to Parliament and consequential changes to the content
and format of Departmental Explanatory Notes.

REPORT TO THE SENATE
Estimates Committee B has the honour to present its Report to
the Senate.
1. On 23 August 1984 the Senate referred to the Committee
the Particulars of Proposed Expenditure for the Service of the
Year ending on 30 June 1985, the Particulars of Certain Proposed
Expenditure in Respect of the Year ending on 30 June 1985 and
the Expenditure under the Advance to the Minister for Finance
for the year ended 30 June 1984, for the following departments:
Department of Social Security
Department of Immigration and Ethnic Affairs Department of Housing and Construction
Department of Health
2. The Committee has considered these Estimates and has
received explanations of them from the Minister for Social Security (Senator the Honourable Don Grimes) and officers of the
departments concerned. A copy of the Minutes of Proceedings and
Hansard reports of the evidence taken by the Committee are
tabled for the information of the Senate in connection with
Appropriation Bill (No. 1) 1984-85 and Appropriation Bill
(No. 2) 1984-85.
3. The Committee draws the attention of the Senate to the
following matter:

Repetition Strain Injuries
In considering the Estimates of the four departments,
the Committee noted an unusually high incidence of tenosynovitis
and related medical conditions, commonly known as Repetitive
Strain Injury (RSI) in each department. This condition is most common among keyboard staff and in one Department RSI sufferers
amounted to 60% of total keyboard staff.
Although there is such a high incidence of RSI there
have been comparatively few claims for compensation. Most
departments appear to care for their staff by redeploying RSI
sufferers to other duties.
Some of the departments examined have developed their own methods for the management of RSI, in terms of both
prevention and care. Such methods include:
- the education of keyboard staff in recommended
practices such as taking regular work breaks and
preventative exercises;
- the development of more efficient job sharing schedules;
- conducting informative lectures and films; and
- the use of ergonomically designed furniture.
The effectiveness of these measures cannot be properly evaluated as no comprehensive statistics are available.
There also appears to be no co-ordinated programme for the management of RSI to cover all keyboard operators in the Public Service.

The Committee is concerned at the apparent high
incidence of RSI in government departments and is of the view
that in the interests of occupational health and safety, a
comprehensive study of the problem should be undertaken with a
view to instituting co-ordinated programmes for the prevention
and management of RSI, and for the support of those workers suffering from such injuries.
4. The Committee records its appreciation of the
assistance given by the Minister for Social Security (Senator
the Hon. Don Grimes) and officers of the departments concerned.

REPORT TO THE SENATE
Estimates Committee D presents its report to the Senate.
1. On 23 August 1984, the Senate referred to the Committee the Estimates for the year 1984-85 relating to the following Departments:
Department of Education and Youth Affairs Department of Home Affairs and Environment Department of Sport, Recreation and Tourism Department of Science and Technology Department of Aboriginal Affairs
2. The Committee has considered these Estimates and has received explanations of them from the Minister for Education and Youth Affairs and officers of the Departments concerned. Copies of the Minutes of Proceedings and Hansard reports of the evidence taken
by the Committee are tabled for the information of the Senate in connection with Appropriation Bill (No. 1) 1984-85 and Appropriation Bill (No. 2) 1984-85.
3. The Committee draws the attention of the Senate to the following matter: The Department of Home Affairs and Environment submitted to the Committee changes to the Australia Council section of the explanatory notes on the day before the hearing with a written apology. Consequently the Committee had no time
to give the new documents adequate scrutiny. It is unsatisfactory for the Committee to receive a revised copy of Estimates documents on the day before it is due to sit. In future, the Department in particular and departments in general
should ensure that all information pertaining to the Estimates hearing is available at least one week before the date of the hearing.
4. The Committee expresses its appreciation of the assistance given by the Minister and the officers.

" ... we have concluded that the Minister and Dr. Taloni consciously withheld information when answering questions on the involvement of the Department in a survey being undertaken by

"This is the first recorded instance of an Estimates Committee having been given what appears to be calculated, incorrect
information."
The further hearings served only to confirm this assessment.'
After discussion in which all members participated the question that the Committee agree to the motion was put. The motion was accepted.

Estimates Committee E has the honour to present its Report to the Senate.
1. On August 23 1984, the Senate referred to the Committee the Particulars of Proposed Expenditure for 1984-85 relating to the following Departments:
Department of the Attorney-General Department of Defence Department of Defence Support Department of Foreign Affairs Department of Special Minister of State
2. The Committee has considered the Estimates of Expenditure together with the departmental Explanatory Notes and has received explanations of them from the Attorney-General (Senator the Hon. G.J. Evans Q.C.) and officers of the departments concerned. Copies of the Minutes of Proceedings and
Hansard reports of the evidence taken by the Committee are
tabled for the information of the Senate, in connection with its consideration of Appropriation Bill (No. 1) 1984-85,
Appropriation Bill (No. 2) 1984-85 and Expenditure under the Advance to the Minister for Finance 1983-84.
3. During the hearing of evidence, undertakings were given that additional written information would be made available to the Committee. Written replies to questions will (with the exception of any confidential information) be tabled for the

information of the Senate, and incorporated in the final Hansard report of the Committee's hearings. Papers tabled during the public hearings are attached to this report.
4. The Committee draws the attention of the Senate to the following matters arising from its consideration of the estimates.
Division of Responsibilities
5. Over the years, many Estimates Committees have
experienced difficulties in obtaining information in situations
where a department claims that certain matters are directly
administered by another department, despite there being an
appropriation item in the estimates of the department under examination.
6. One such example arose during the Committee's hearings on additional estimates in April 1984, when a number of questions were asked concerning the contracts let by the
Commonwealth for aerial coastal surveillance. The Australian Federal Police, responsible to the Special Minister of State, has responsibility for coastal surveillance, through its Coastal Protection Unit, and in April 1984 the Committee put questions on this matter to the Minister and departmental officials (see Senate Hansard, Estimate Committee E, 3 May 1984, pp. 252-56; 9 May 1984, pp. 355-59) .
7. Just before this year's round of budget hearings, the Committee was advised on 13 September 1984 by the Special Minister of State that as
'... the Department of Transport administers the flying contracts .... it would be more satisfactory if questions relating to contract civil flying for coastal surveillance purposes were asked of the

Minister for Transport as officers of his department manage all aspects of the contracts.1
8. During its first day of budget hearings on 13 September 1984, the Committee expressed its determination to the Minister representing the Special Minister of State (the Attorney- General) , that questions relating to appropriation items for
coastal surveillance be put and answered in this Committee. The
Committee was gratified that officers of the Department of Transport, which is itself examined by Estimates Committee F,
were able to attend the hearings of the Department of the Special Minister of State. The Committee expresses its appreciation to the Attorney-General, the Special Minister of
State and the Minister for Transport.
9. Less fortunate, however, were other instances of divided responsibility. While the Committee accepts that departments often share administrative arrangements, it is disappointed to note how frequently officials place the onus of
final responsibility on departments other than their own. For instance, in relation to questions concerning delays in the
production of basic trainer aircraft, officials from the Department of Defence and Defence Support disagreed as to who
had prime responsibility and who therefore should respond to the Committee. This appeared to be a classic example of product designers and program managers 'passing the buck'. At least the Committee had the satisfaction of seeing the Minister (the Attorney-General) assume responsibility for the questions.
10. Another example arose in relation to questions about the program for the construction of court buildings. These questions were raised as general questions at the outset of the examination of the Attorney-General1s Department. It is true
that the estimates for the Department of Housing and Construction include provision for construction programs requested by other departments, including the Attorney-General1s

Department. However, the Department of Housing and Construction acts in consultation with other departments, and questions naturally arise as to the budgetary process within the client o user department - for example, such questions as to the cost guidelines for buildings requested. The Committee simply draws this to the attention of the Senate as another example of divided responsibility.
Attorney-General's Department
11. The Committee again records its grave concern over security problems being experienced by the Judges and staff of
the Family Court. The Committee respects the request of the
Minister and officials not to examine publicly measures currently being undertaken to increase security. The Committee supports every effort to increase the security of all persons
involved with the Family Court, and appreciates the information on recent incidents which was given to the Committee. Also
appreciated is the Attorney-General's stated promise that if
'... any member of the Committee wants detailed briefing on this of a non-public kind we would be only too happy to supply it.'
12. Other Senators would presumably be free to contact the
Minister on this matter.
Defence Department
13. During examination of Division 234 (Equipment and Stores), questions arose in relation to a table produced at page 131 of the Department's Explanatory Notes. The Committee found
the table very useful as far as it went, and a major improvement on earlier documents. However, the Committee requested that future tables include an additional column showing the original

project cost. The Committee would then have before it information on cost escalation for contracts. The Committee
thanks the Department for its undertaking to provide this additional information in future.
Department of Foreion Affairs - Australian Development Assistance Bureau
14. During the Committee's examination of the Australian
Development Assistance Bureau, questions were raised about the
percentage of aid money which is consumed by administrative costs either for Australian officers or consultants abroad, or
more generally for the Australian aid bureaucracy. Senator Primmer reported concerns expressed to him while touring Indochina as part of a parliamentary delegation that aid figures
would be more useful if the administrative component earned by Australians were separated from the sums of money received by the recipient country. While noting the difficulty of separating such figures, the officials promptly undertook to forward the
relevant financial breakdowns. On a related point, Senator
MacGibbon raised questions about the administrative costs of the overall aid budget. The officials admitted that each individual aid project included such information and undertook to provide similar information for the whole aid program. The Committee draws these issues to the attention of the Senate because of the
frequent interest in the percentage of the foreign aid budget
consumed by the aid bureaucracy.
15. A further related point concerns the relationship between the Explanatory Notes of the Department and those of the Australian Development Assistance Bureau. Division 318 covers
the Bureau. Sub-divisions 1 and 2 deal with salaries and administrative expenses respectively. The Department's Explanatory Notes cover sub-divisions 1 and 2, and the Bureau's
Explanatory Notes covers the other sub-divisions, which deal

with actual aid projects, separate from the Bureau's administrative expenses. This division between the documents of the Department and the Bureau reflects the Department's responsibility for administrative matters and the Bureau's
relative autonomy in aid projects. The Committee asks the Department to consider what advantage, if any, would flow from a consolidation of all Explanatory Notes relevant to the Bureau.
16. Finally, the Committee expresses its appreciation of the assistance given by the Attorney-General and the officers of the departments and authorities who appeared before the
Committee.

Implemented insofar as it applied to the census by the Census and Statistics Amendment Act 1981 which came into operation on 30 June
1981. Legislation to implement other recommendations in the Report (the Census and Statistics Act (No. 2) (1981) came into operation on 1 March 1983.
The Crimes Amendment Act 1982 gives Judges and Magistrates wider powers and greater flexibility when imposing sentence on federal and A.C.T. offenders. Arrangements
remain to be made between Commonwealth and States on non-custodial treatment of federal offenders. Consultations are being held with the States to resolve the matter.
The Insurance (Agents 1 Brokers) Act 1983 based on Law Reform Commission Report was enacted in June 1984, although some of its provisions are not yet proclaimed.
The Insurance Contracts Act 1984 substantially 1 implement the Commissions' report. The Act was asserted to in June 1984, but is not yet in operation pending making of regulations and to enable the States
to bring in complementary legislation.

Criminal Investigation Bill 1977 introduced into the Senate - lapsed in November 1977. Criminal Investigation Bill 1981 introduced
into Senate on 18 November 1981 - lapsed in March 1983. Attorney-General intends to convene a national conference to discuss the
issues. It is proposed to distribute an exposure draft Bill to the conference and introduce a revised Bill into Parliament in the Autumn Sitting 1985.
The Government announced on 3 June 1984 its intention to revise the ALRC's draft Bill and to expose the revision for public comment. The Office of Parliamentary Counsel has commenced drafting these revisions
plus ancilliary amendments to the Bankruptcy Act. Public exposure is now expected to be in early October 1984.
The recommendations in the report were raised in the Standing Committee of Attorneys-General in July 1979 when the Committee agreed
to examine the Commission's proposals with a view to achieving uniformity.

A model Bill was considered by the Standing Committee on 1 September 1983. A draft Uniform National Defamation Bill was made public at a media Law Association Seminar on
27/11/83 and was widely criticized.
Following further discussions at the meetings of the Standing Committee on 16 December 1983 and 25 May 1984, a further draft model bill was prepared and circulated to
interested persons for discussion and comment. At the meeting of the Standing Committee on 30 August 1984 it was agrued that a decision on the future of the exercise should be further deferred pending further consideration of the latest draft model Bill.
The Government announced on 30 Sept 1983 that a new Lands Acquisition Bill would be introduced in the near future. The proposed bill will substantially implement the recommendations of the LRC. The Department of Administrative Services has given drafting
instructions to the Office of Parliamentary Counsel. A preliminary draft Bill has been prepared but substantial re-drafting will be required. The intention is
that the Bill, once introduced, lie on the table to allow for public comment.

Present Position
The reviewing of relevant laws of the A.C.T. have been under consideration by a number of
Government Departments and authorities. The Department of Territories and Local Government has largely accepted the recommendations of the A.L.R.C. report and
preparation of the ordinance is now proceeding.
The report is under consideration by the Attorney-General's Department and by other interested Departments.

â¢Estimates Committee F has the honour to present its Report to
he Senate.
.. On 23 August 1984, the Senate referred to the Committee for
examination and report the Particulars of Proposed
Expenditure for the Service of the Year ending on 30 June
19 85, the Particulars of Certain Proposed Expenditure in
respect of the Year ending on 30 June 1985 and the Advance
to the Minister for Finance for the Year ended 30 June 1984
relating to the following Departments:

Territories and Local Government

2. The Committee has considered the Estimates and the Advanct
to the Minister for Finance for 1983-84, together with th
Departmental Explanatory Notes and has received evidenc
from the Minister for Social Security (Senator th
Honourable Don Grimes) and officers of the Departments am
authorities concerned. Copies of the Minutes of Proceedings
and Hansard reports of the evidence taken by the Committes
are tabled for the information of the Senate in connectior
with Appropriation Bill (No. 1) 1984-85 and Appropriatior
Bill (No. 2) 1984-85. Further written explanations furnished
by Departments will be presented separately and printed in
the Hansard record.
3. The Committee expresses its appreciation of the assistance

PRIVATE MEETING: The Committee met in private session at
1.55 p.m. in Senate Committee Rooms Nos. 1 and 2. The
Chairman (Senator Georges) took the Chair.
MANNER OF EXAMINING THE ESTIMATES: It was agreed to proceed
with the examination of departmental estimates in the
following order: Department of Veterans' Affairs, Department
of Transport, Department of Aviation, Department of
Administrative Services and the Department of Territories
and Local Government. It was further agreed to proceed with
the examination of the estimates by division, by
sub-division and as necessary by item, in the order in which
they were presented to the Committee.

3. WRITTEN ANSWERS TO QUESTIONS: The Committee agreed to the
following Resolution: 1 That the Chairman be authorised to
release written answers to questions provided subsequent to
meetings of the Committee.1
4. TAPING OF PROCEEDINGS: The Committee agreed that Mr Graeme
Downie from The Canberra Times be allowed to use a tape
recorder to record the examination of the Department of
Territories and Local Government.
5. PUBLIC MEETING: At 2.00 p. m. the Committee met in public
session.
6. The Chairman declared the meeting open, reported the
Resolution of the Senate of 23 August 1984, and made a
statement relating to the procedure to be followed by the
Committee in its examination of the estimates.
