The Standing Orders Committee, having considered the question of framing Standing Orders dealing with Instructions to Committees of the Whole, have to recommend to the Senate the following additional Standing Orders,
VIZ.:-'' 319A. An Instruction can be given to a Committee of the Whole on a Bill to amend an existing Act, to consider amendments which are not relevant to the subject-matter of the Bill, but are relevant to the
subject-matter of the Act it is proposed to amend, provided that such motion shall be carried by at least fifteen affirmative votes."
"319B. An Instruction to a Committee of the \Vhole requires notice, and can only be moved before gofng into Committee on any question."
