SECOND REPORT FROM THE STANDING ORDERS COMMITrEE.
THE ST.ANDING ORDER; COMMITTEE have considered the proposed new Standing Order
referred to them by the Senate on 10th December last, viz:-
TIME LIMIT TO SPEECHES.
No · Senator shall speak for more than one hour at a time in any debate in the Senate, except that in the debate on the Address-in-Reply, or on the first reading of a Bill which the Senate may not amend, or in moving the second reading of a Bill, he shall be at liberty to speak for one hour and a half. Any Senator may
move that the limit of one hour. or of one hour and a half may he ~xtended for thirty minutes ; such motion shall forthwith be put without debate.
In Committee 110 Senator shall speak for mare than a quai-t.er of an hour at any one time, or rhore thai1 twice on any one question before the Committee ; ·
provided that no limitation shall apply in Committee to a Senator in charge of a Bill, or to any Senator during the proceedings in Committee oO: the Tariff, or to a Minister of the Crown, in Committee on an Appropriation or a . Supply Bill, in regard to the number of his speeches in connexion with _ any Departments which he represents.
And recommend that the same be adopted.
