House of Representatives Reform First: Brown

The undemocratic basis of the House of Representatives should be the priority for reform, not the Senate, Greens Senator Bob Brown said today.

"The single member electorate system means that half the Australian vote elects no one. It is a winner take all situation, electorate by electorate," Senator brown said.

"Half of the voters of Australia wake up on the post-election Sunday to read that the person they least want to represent them is now their member of parliament.

"The House of Representatives, as with every continental European parliament and that in New Zealand, should be elected by proportional representation. This would also be somewhat of a check on the increasing, self arrogated power of Australia's non-elected executive.

"Mr Howard should bring proportional representation, PR, onto the front burner," Senator Brown said
