DRAFT TERMS OF REFERENCE FOR $7.2M AGED CARE REVIEW THE draft terms of reference for the $7.2 million pricing review of the residential aged care sector were released today by the Minister for Ageing Kevin Andrews.

``The Federal Government made an election commitment last year that it would conduct a pricing review and substantial money has been allocated to ensure it is done properly,'' Mr Andrews said.

``The Federal Government is committed to a viable and efficient residential aged care sector that will provide the level and quality of care for older Australians now and in the future.''

The draft terms of reference will be sent to peak organisations for comment. Mr Andrews will announce the final terms of reference, and the personnel to conduct the review, in August.

The reviewer will examine current and alternative funding arrangements for residential aged care, including:

the underlying cost pressures of the industry; ● the level of efficiency, and opportunities for improved productivity, in the sector; ● the long-term sustainability of current and alternative funding arrangements. ●

The reviewer will also examine long-term financing options for residential aged care, including:

the role of other governments; ● the interaction of residential aged care with other aged care programmes. ●

The reviewer will make recommendations on appropriate future funding arrangements, performance improvement in the sector and long-term financing of the sector. The reviewer will report to the Minister at the end of 2003.
