MAY 1993 SENATOR RON BOSWELL

MY QUESTION IS ADDRESSED TO SENATOR COLLINS THE MINISTER FOR TRANSPORT AND COMMUNICATIONS

1 REFER THE MINISTER TO AN INCIDENT THAT OCCURRED AT THE

BRISBANE AIRPORT IN JULY 92 WHEN AN ANSETT 727 BLEW AN ENGINE AND WAS FORCED TO RETURN.

DURING THE EMERGENCY PROCEDURES, EVENTS TOOK PLACE THAT WERE REMINISCENT OF AN EPISODE OF THE KEY STONE COPS

1. THE SENIOR OPERATOR CONTROL OFFICE HAD BEEN ABOLISHED AND NO RESPONSE WAS OBTAINED ON HIS PHONE

2 . THE METROPOLITAN FIRE BRIGADE DISPATCHED 2 UNITS TO A LOCKED GATE AND WERE DENIED ACCESS

3. AIRPORT FIRE BRIGADES WERE DISPATCHED FROM THEIR HOLDING POINT - ONE DROVE INTO A DITCH AND WAS RENDERED INOPERATIVE

4. THE METROPOLITAN POLICE LEARNT ABOUT THE INCIDENT OVER THE COMMERCIAL RADIO AND ARRIVED ONE AND A HALF HOURS LATER

IN VIEW OF THE VERY SERIOUS NATURE OF THE LACK OF EMERGENCY PROCEDURES, CAN THE MINISTER ADVISE WHY THERE HAS BEEN NO SURVEILLANCE BY THE C.A.A. OF THE AIRPORT EMERGENCY PLANS.

WILL THE MINISTER TABLE ALL DOCUMENTS CONCERNING THIS EXTREMELY SERIOUS MATTER?

COLLINS- MR. PRESIDENT THIS ISSUE WAS CANVASSED AT SOME LENGTH DURING THE ESTIMATES COMMITTEE HEARINGS AND I AM SORRY THAT SENATOR BOSWELL WASN'T MADE AWARE OF THAT

BUT THE SITUATION IS THAT THIS INCIDENT WHICH WAS A SERIOUS ONE, HAS BEEN FULLY - ALRIGHT - VERY SERIOUS. IN FACT I WAS ADVISED AFTERWARDS SENATOR HERRON, THAT YOU WERE ON BOARD AND TURNED A WHITER SHADE OF PALE I'M TOLD, AS I WOULD HAVE TOO.

MR. PRESIDENT THE IMPORTANT THING ABOUT THIS INCIDENT IS THAT IT WAS INVESTIGATED THOROUGHLY BY THE BUREAU OF AIR SAFETY

INVESTIGATION - THAT THAT REPORT HAS NOW BEEN COMPLETED IN ITS DRAFT FORM, AND IN THE USUAL WAY IS BEING EXPOSED FOR COMMENT TO THE AGENCIES INVOLVED, AND IT WILL BE INVOLVED IN ITS COMPLETED FORM, MR. PRESIDENT BY THE END OF THIS MONTH, AND I WILL ENSURE THAT SENATOR BOSWELL.

THESE ARE PUBLIC DOCUMENTS OF COURSE - BUT I WILL ENSURE THAT SENATOR BOSWELL GETS A COPY OF IT AND INDEED, IF SENATOR

MACGIBBON THINKS IT PROBABLY DESIRABLE I CAN ASSURE THAT IT'S BROUGHT BACK TO THE SENATE -BUT THE REPORT AS I SAY WILL BE A PUBLIC DOCUMENT AND ALL OF THE ISSUES THAT HAVE BEEN CANVASSED BY SENATOR BOSWELL IN HIS QUESTION, ARE ADDRESSED IN THE REPORT. ,
