CHANGES IN PASS MARKS MAINTAIN SKILLS IN MIGRATION PROGRAM

New pass marks in the Independent and Concessional Family categories of the Migration (non-Humanitarian) Program will maintain a high level of skilled entry into Australia in 1993-94, the Minister for Immigration and Ethnic Affairs, Senator Nick Bolkus announced today.

"Under normal administrative arrangements for delivering the Migration Program, pass marks in the Independent and Concessional Family categories of the Migration (non-Humanitarian) Program are to be changed to 100 and 95 points respectively," Senator Bolkus said.

"The new pass marks in these categories will draw on a pool of applicants available to the Migration Program. Those successful will be working in technical or more highly qualified occupations."

In 1989, the Government introduced a 'pool' system which provided for applicants for migration to Australia to be held in reserve. Pool applicants can be drawn on when successful applications fall short of program targets, allowing the flexible management of the program.

Entrance marks for the 'pool' will be 95 points for the Independent category, and 90 points for the Concessional Family category. The new marks will affect all applications assessed on and from December 23 1993.

Senator Bolkus said that the introduction of significantly stricter entry criteria for the points test in 1992 had resulted in a drop in demand for migration, particularly among skilled migrants.

"These changes will allow the Government to maintain a balanced Migration Program at the level of 63,000 places for 1993-94, which I announced in May."
