EXPLANATORY MEMORANDUM

 

OUTLINE

 

The Vocational Education and Training Funding Act 1992 (the Act) provides for a maximum amount of general funding for vocational education and training to be provided to the Australian National Training Authority (ANTA) for distribution to the States and Territories and for National Projects.  The Minister determines the amount to be paid to ANTA, up to the maximum amount set by the Act in any one year.  The funds must be distributed in accordance with the Australian National Training Authority Act 1992 .

 

The Vocational Education and Training Funding Amendment Bill 1999 would amend the Act to:

 

·         supplement 1999 funding in line with real price movements reflected in Treasury indices; and

 

·       appropriate general vocational education and training funding for ANTA for the year 2000.

 

 

 

FINANCIAL IMPACT

 

The Bill would provide an increase of $14.208 million to the amount currently legislated for 1999 and would provide $918.352 million in funding for 2000.

NOTES ON CLAUSES

 

 

Clause 1 - Short Title

 

Clause 1 provides for this Act to be cited as the Vocational Education And Training Funding Amendment Act 1999 .

 

 

Clause 2 - Commencement

 

Clause 2 has the effect of providing for this Act to commence on the day on which it receives the Royal Assent, or the day on which Schedule 2 to the Australian National Training Authority Amendment Act 1999 commences, whichever is the later.

 

 

Clause 3 - Schedule(s)

 

Clause 3 provides that each Act that is specified in a Schedule is amended as set out in the applicable Schedule.



 

SCHEDULE 1

 

AMENDMENT OF THE VOCATIONAL EDUCATION AND TRAINING FUNDING ACT 1992

 

 

Item 1

 

Amends the Table in section 9 of the Act by increasing the amounts appropriated for 1999 by $14,208,000 representing supplementation in accordance with real price movements reflected in Treasury indices and inserting a base funding appropriation of $918,352,000 for 2000 in accordance with the Australian National Training Authority (ANTA) Agreement.

 

The ANTA Agreement between the Commonwealth, States and Territories on vocational education and training, sets out planning, accountability and funding arrangements for the three years 1998 to 2000 and is Schedule 1 to the Australian National Training Authority Act 1992 .
