Senator CHANEY (Western AustraliaMinister for Aboriginal Affairs) -That will be a matter for discussion and political determination by the Prime Minister and the Premiers. It has exactly the same status as any other understanding between the Commonwealth and the States. To suggest that only the Commonwealth will be involved in the matter is, it seems to me, to ignore the fact that there is a process of consultation between the Commonwealth and the States, at which no doubt the States, probably with one accord, will argue their view of the situation.
