Senator WRIGHT (TASMANIA) (Minister for Works) - The latter part of the honourable senator's question implies an interpretation of recent industrial activity which I for one am not prepared to accept. I do not canvass the alternatives, but the verities of what he attributes to the Minister for Labour and National Service are incontestable. In other words, if we are to have an effective system of arbitration, the awards and decisions of the arbitrator must have means of enforcement. They may be fines, civil actions or other sanctions, and in Australia it is characteristic of the system that those sanctions are applied impartially.
