Senator ANDERSON - I would think that the question as posed reveals more than anything a very imaginative publisher who is trying to sell booklets, lt has, of course, been a fact of life ever since the days of the Bible that there are always people who try within the law to use the advantage of their knowledge to avoid tax. That is no sin. A prudent government is constantly trying to legislate to close loopholes in the taxation law where it finds them. I do not think that the honourable senator in his own heart really imagines that all of the things that he read out are possible. It seems to me that this could be an indication of a publisher trying to sell booklets. It is just a fact of life that whatever law is introduced somebody will try to find technical loopholes in it. The art of the exercise is to re-enact further legislation progressively to close those loopholes.
