Senator ANDERSON - Many questions have been asked in this and other places about decentralisation but this is the first occasion that one has been linked with a statement arising from the Canadian emergency legislation proposals about which I have no knowledge. It is true, of course, that we do not necessarily need to think in terms of nuclear explosions to visualise a situation in which built up areas are more vulnerable than rural areas. This was revealed in World War I and World War II. I will seek information about the Canadian emergency legislation proposals and read it with considerable interest. I will then make a judgment as to whether I should undertake a reply to the honourable senator's question.
