Senator HERBERT HAYS - I am aware that, in using that expression, J was out of order so I withdraw it. I feel strongly about this interference with the administration by certain sections of the people, and I could wish that we had more evidence to-day of the early pioneering spirit in Australia. If people are left alone by the administration, they will make good. They are the best judges of the methods to be adopted for the development of the country which they occupy. Although 1 believe there is no need for the bill, I shall vote for the second reading, but in committee will vote against t ho provisions for the appointment of an advisory council
