3.   Taking into consideration the greater number required for the infantry, its strength does not compare unfavorably with other arms. The percentage of strength to establishment of infantry is 77 per cent., whereas the total percentage of all arms is 80 per cent. Every effort is being made to stimulate recruiting in all arms of the Military Forces.
