Senator LAWSON (Victoria) . - I submit that a matter of this significance should not be dealt with five or ten minutes before the Senate proposes to go into recess for several months. Its introduction at this hour illustrates the necessity for adopting the recommendation that was made recently by a select committee of the Senate, for the establishment of study circles in the Senate, in order to deal with questions such as this; not for the purpose of obtaining confidential and secret information, but to enable honorable senators to inform their minds and to place themselves in a position to discuss intelligently matters of this kind. In my judgment, this bill is too important to be introduced at the eleventh hour, to be dealt with in a casual way, and to be taken as a formal piece of legislation.
