Senator CARROLL (Western Australia) . - This clause provides that the Governor-General may make regulations not inconsistent with the act "with such modifications as are necessary ". It seems to me that, notwithstanding the careful study which honorable senators have bestowed on the bill, regulations made under it may be so framed as to modify certain of its provisions.

I should like to have an explanation from Senator McLachlan on this point, particularly in view of our recentexperiences in the making of regulations.
