Senator RAE (New South Wales) . - I regard this as a very important matter. We have in previous years voted an enormous sum in the aggregate for the establishment of this factory. If the love of men for city life is going to render it impossible for us to keep a sufficient staff at Lithgow to do the mechanical work required to secure a fair output of completed rifles, wemust shift the machinery of the city, or provide Lithgow with city conveniences. A satisfactory output of rifles is essential, because men are no good for defence without guns; and if the difficulty cannot be overcome in any other way, we must import mechanics for the work, under a contract to remain for a certain time at Lithgow.
