Senator MILLEN (New South Wales) . - There is .another matter about which I feel curious. In view of the statement of the Vice-President of the Executive Council that rents are to be received into the general revenue, and that interest is to be drawn out of the Loan Account, I should like to know what authority is to have control of this business? It is obvious that the Post-office will have nothing to do with it, because only part of the property is to be under the control of the Post and Telegraph Department. Is the Department .of Home Affairs to act as a house and land agent ?


Senator Guthrie - Why not?


Senator MILLEN - I simply want to know. If we are going into a business of this kind, buying up properties all over Australia, we shall need to establish an Estates Branch.. I should like to know whether provision has been made for controlling properties of the kind. The rents ought not to be put down as revenue obtained by the Home Affairs Department. There ought to be a proper system of accounts.
