Senator McGREGOR - The answers to the questions are -

1.   Yes.

2.   With the approval of the Government.


Senator MILLEN - May I point out that that is not an answer to my question. The question was not whether it was with the concurrence, but at the instance of the Government - a very different matter.


Senator McGREGOR - That is the reply I have received.


Senator MILLEN - I should like to ask, sir, whether, under the Standing Orders, the Minister ought not to say that he declines to answer my question, or to give an answer - not to answer a question which I have not asked.


Senator McGREGOR - The honorable senator must recollect that I am not the Treasurer, nor yet the Governor of the CommonweaIth Bank. I can only supply to honorable senators the answers which are given to me. If the honorable senator is not satisfied, he can put the question in any way that will elicit the information which he requires.
