Senator KEATING (Tasmania) (Honorary Minister) . - It is considered that in any proposed alteration of the Constitution the States haveaprimary interest analogous to the interest which candidates would have in an ordinary parliamentary election. Every alteration of the Constitution must in some way or other impinge on the Constitutions of the States. The States Governors, are, therefore, to receive copies of the writs, and are to appoint the scrutineers to scrutinize the voting in the interests of the States.
