Clause 2 -

Section eighty-seven of the Constitution is altered -

(a)   bj' inserting after the word " Excise " the words " (other than special duties of Customs and of Excise)" ;

(b)   by inserting after the word " balance " the words " of the revenue from those duties (other than special duties)" :

(c)   by adding at the end of the section the following paragraph : - " A special duty of Customs or of Excise is a Customs jor E.v-ise duty upon goods of a description not liable to Customs or Excise duty on the first day of January One thousand nine hundred and seven, and imposed expressly for specific purposes."
