The PRESIDENT - I cannot see that it is necessary that the Senate should have passed all the stages of a Bill except the third reading before a call of the Senate is ordered. Why should we not have ordered a call of the Senate before the second reading was disposed of?


Senator Millen - May I suggest that until the Senate has reached the stage when it can fix a day for the third reading it cannot name a day for a call of the Senate ?


The PRESIDENT - Why not?


Senator Millen - It is impossible to say whether the discussion on the Bill at its preceding stages will occupy a week or a month.
