Senator BEST (Victoria) .- As I said by way of interjection, the suggested amendment would alter the whole meaning of paragraph a, because the words which Senator Drake desires to have inserted would limit the meaning of " detriment of the public " to the raising of prices. " To the detriment of the public" is intended to apply to anything which is injurious to the public, and the amendment, if carried, would impose the limitation I have indicated.
