Senator STANIFORTH SMITH (WESTERN AUSTRALIA) asked the Minister representing the PostmasterGeneral, upon notice -

1.   Is it true that Mr. Victor Beilby, a 5th class clerk, formerly in the Central Office, Melbourne, has been appointed 4th class clerk in the Records Office of the Post and Telegraph service, Perth?

2.   Is it a fact that there were over 30 applicants for this position, every one or nearly every one of whom was senior to Mr. Beilby?

3.   Did the Deputy Postmaster-General of Western Australia recommend some one else for the position?

4.   Did the Commissioner certify that all these senior officials were incompetent to fill the position ?

5.   Can senior officers be1 passed over unless the Commissioner issues a certificate to the effect that they are incompetent?

6.   Will the Minister lay all the papers connected with this appointment on the table of the House ?
