Senator HIGGS (QUEENSLAND) asked the Minister of

Defence, upon notice -

1.   If certain captains (now majors and brevet lieutenant-colonels) who were promoted in South Africa before the Order in Council of 8th July, 1901, are allowed to retain their rank, why is this not so in the case of J. W. M. Carroll, who was promoted on the 7th July,1901, returned to Australia onthe 26th April, 1902, and who is now given the honorary rank of major?

2.   Is not any officer promoted in South Africa and arriving in the Commonwealth whilst the

Order in Council of 8th July, 1901, was in force, i.e., unaltered, entitled tothe benefit of said Order?

3.   Does not the Order of 8th July, 1901, confer brevet rank ?

4.   Does not the Order of 30th April, 1902, substitute honorary for brevet?
