Senator KEATING (TASMANIA) (Ministerwithout portfolio) - The answers to the honorable senator's questions are as follow : -

1.   Yes.

2.   It is impossible to say.

3.   Telegraphists who have failed to prove their efficiency by passing the required test, have had their promotion delayed until they can do so. Nervousness occurs in all examinations. The examination referred to was passed by Telegraph Messengers and Assistants.

4.   Good and reliable telegraphists are not debarred from promotion. They must, however, demonstrate their capacity.

5.   The automatic transmitter was not universally condemned. It was dismantled after the first examination, and when making arrangements for a subsequent examination it required to be readjusted. The fact that such a large number passed the examination shows that the transmission was not faulty.
