Senator MILLEN (New South Wales) - In addition to seconding the motion for the recommittal of the Bill I desire to support it. I pointed out last night that this is an enabling Bill, and that out of sixteen machinery clauses, giving directions to officers, fourteen are practically dependent upon regulations, that is, on something to be prescribed, or on the action of the Minister. It is not, therefore, an unreasonable thing that we should at least claim to exercise legislative supervision of the enabling provisions of This Bill. For that reason I trust the Senate will agree to the motion for its recommittal.
