Senator CHARLESTON (South Australia) - I draw attention to the last paragraph of clause 91. I thought the Postmaster-General had an amendment to move upon it, but as I see he has not, I raise the question as to how these regulations are to be made, and when they are to have the force of law. It is, I think, very important to provide-that before these regulations shall have the force of law they shall be submitted to and approved of by Parliament. I move -

That the following words be added to the clause - ."but shall not have force of law until approved of by Parliament."
