Mr Hayden having addressed a question to the Prime Minister -

Mr SPEAKER -Order! The question is hypothetical and is out of order.

Mr Hayden - Mr SpeakerI raise a point of order. I suggest that the question is well and truly in order. This is a matter for which the Prime Minister is responsible and it is an issue of concern to the community. He administers the Ministry and is responsible for either accepting resignations or dissuading those who tender them. The Minister for Finance comes in here with all the unctuousness of a chief floor walker from David Jones. It is a disgrace.

Mr SPEAKER -The honourable gentleman will resume his seat. I call the honourable member for Kingston.

Mr Hayden - Mr Speaker, I raised a point of order with you and I--

Mr SPEAKER - There was no point of order.

Mr Hayden - I ask you to explain why there is no point of order when clearly the Prime Minister has a responsibility to this establishment for the administration of the Ministry.

Mr SPEAKER -The honourable gentleman will resume his seat. The question is out of order. It is a hypothetical question and therefore is out of order. I call the honourable member for Kingston.
