The following notices were given:


Mr Burns -to move - That this House is of the opinion that, in an effort to reduce the divorce rate and re-establish stability and security in family life, the Family Law Act should be amended to limit child support orders to a set scale, provide custody of children to the parent not primarily responsible for the breakdown of the marriage and establish a set schedule for division of matrimonial property that cannot be varied at the discretion of any judge.


Mr Hodgman -to move - That the Leader of the Opposition be censured for deliberately misleading the House on 20 August 1 980 by falsely claiming that he had said certain words in the House of Representatives on the afternoon of 19 August 1980, immediately after the giving of a Notice of Motion by the honourable member for Denison.

A Bill for an Act to amend the National Companies and Securities Commission Act 1979.

A Bill for an Act to amend the Securities Industry Act 1980.

A Bill for an Act to amend the Companies (Acquisition of Shares) Act 1980.

A Bill for an Act to amend the Companies and Securities (Interpretation and Miscellaneous Provisions) Act 1980.

A Bill for an Act to make provision for the Government of the Australian Capital Territory in relation to the formation of companies, the regulation of companies formed in the Territory, the registration in that Territory of certain other bodies and certain other matters.

A Bill for an Act relating to fees payable for the purposes of the Companies Act 1980.

A Bill for an Act to enact transitional provisions consequent upon the enactment of the Companies Act 1980.

A Bill for an Act to amend the Companies (Acquisition of Shares) Act 1980.

A Bill for an Act to amend the Securities Industry Act 1 980.

A Bill for an Act to make certain amendments consequent upon the enactment of the Companies Act 1980 and for other purposes.

A Bill for an Act relating to the priority of Crown debts.

A Bill for an Act to amend the Companies and Securities (Interpretation and Miscellaneous Provisions) Act 1980.


Mr Groom -to move - That, in accordance with the provisions of the Public Works Committee Act 1969, the following proposed work be referred to the Parliamentary Standing Committee on Public Works for consideration and report, namely, the development of RAAF Base Learmonth, Western Australia.


Mr Sinclair -to move - That in accordance with section5 of the Parliament Act 1974 the House approves the proposal contained in the report of the Parliament House Construction Authority presented to the House on 19 August 1980 for the construction on Capital Hill of a new and permanent Parliament House.


Mr Sinclair -to move-

(1)   That the sessional orders relating to Estimates Committees be amended by omitting orders (2), (3), ( 1 3) and ( 1 7) and substituting the following:

(2)   There shall be 4 Estimates Committees to be known as Estimates Committees A, B, C and D, which shall not vote on, but shall examine and report upon proposed expenditures for the Parliament, Advance to the Minister for Finance and each Department of

State; such report may contain a resolution or expression of opinion of the committee but shall not vary the amount of a proposed expenditure. "(3) Each Estimates Committee, to consider each proposed expenditure, shall consist of the Minister responsible in the House of Representatives for the proposed expenditure under consideration, together with 10 Members, excluding the Chairman." "(13) During consideration in the House of the reports from Estimates Committees, the maximum period for which a Member may speak shall be -

Each question before the Chair -

Ministers .... Periods not specified

Any other Member .... 10 minutes." "(17) Upon the completion of consideration of the re ports of Estimates Committees, the question shall be proposed forthwith- 'That the remainder of the Bill be agreed to'.", and

(2)   That the proposed expenditures for the departments and services contained in Schedule 2 to the Appropriation Bill (No.1) 1980-81 be referred, as indicated, to Estimates Committees A, B, C and D for examination and report by close of business, 9 September 1980:
