Mr BARNARD (Bass) - As I said a few moments ago, this is a very serious matter indeed.


Sir Alan Hulme - No.


Mr BARNARD - You may adopt that attitude, but the plain fact is that it is a recognised principle in this Parliament that no-one sets aside a request by a Minister that an embargo be placed on a Press release. That is exactly what has happened on this occasion. I do not know how I stand in relation to procedure, but I intend to move that this matter be referred to the Committee of Privileges.


Mr Sinclair - There is a motion before the Chair.


Mr BARNARD - You can have your say in a minute.


Mr SPEAKER -Order! I suggest to the honourable member that this might be the subject of an amendment, or another motion.


Mr BARNARD - All right. I am quite happy to do that. I gave way to the honourable member for Angas. (Honourable members interjecting)


Mr SPEAKER -Order! I warn the honourable member for Riverina (Mr Grassby) and also the honourable member for Sturt (Mr Foster) that if they offend again, I will name them without further warning.


Mr BARNARD - Mr Speaker,you have ruled that this would be in order as a separate motion?


Mr SPEAKER - Yes. I would think so; immediately this motion is amended. I think that would be the best way to do it.


Mr BARNARD - I will take that opportunity.
