Mr GRASSBY (Riverina) - I rise to move an amendment to the motion that is presently before the House. The substance of my amendment is-


Mr Swartz - Mr Speaker, I rise to order. When customs tariff proposals of this type are introduced it is not normal for a debate to take place. Customarily the proposals are always introduced in this form and tradition has it - I think the honourable member opposite will know this - that such proposals are either accepted or rejected. Normally, of course, they are accepted. Of course, at a later point of time a validating or an amending Bill is introduced into the House to validate the particular proposals that have been submitted. That is the occasion on which the debate can take place or on which any vote may be taken in relation to the validation of the proposals.


Dr Patterson - Mr Speaker, I rise to speak to the point of order. A motion has been moved and the Opposition is fully entitled to debate that motion or move an amendment to it.
