Mr NIXON (Gippsland) (Minister for Shipping and Transport) - in reply - There is a perfectly good explanation why this procedure has been followed. First of all, as I understand it, an arrangement was made with the Opposition by the Leader of the House (Mr Swartz) that would, I think, actually preclude me from speaking.


Dr J F Cairns (LALOR, VICTORIA) - There was no arrangement of that kind at all.


Mr NIXON - That was my understanding. Irrespective of that, what I will make sure about is that my colleague, the Minister for Trade and Industry (Mr Anthony) - who unfortunately has another engagement and is unable to be here tonight, but did ask me to take the Bill for him - notes the points that have been raised by the various speakers in the debate and replies to them himself.
