Mr BRYANT (Wills) (12:39 PM) - My own belief is that an unnecessary imposition is placed on the Minister by this clause. The matter should be covered by the Director reporting paid employment outside his duties to the Minister rather than having to obtain the Minister's approval. Perhaps the Minister can disagree afterwards. I support the amendments moved by my friend from Fremantle (Mr Beazley).

Clause 33. (1.) Subject to this Part, the Council may appoint such officers of the Institute as it thinks necessary for the purposes of this Act. (2.) Except with the approval of the Minister a person shall not be appointed under this section unless -

(a)   he is a British subject;

(b)   the Institute is satisfied, upon medical examination, as to his health and physical fitness; and

(c)   he makes and subscribes, before a justice of the peace or a commissioner for taking affidavits, an oath or affirmation of allegiance in accordance with the form of oath or affirmation in the Schedule to this Act.
