The CHAIRMAN - Order! Before I call the Minister I put to the Committee clauses 50 and 51 together. It has been pointed out to me by the honourable member for Hindmarsh (Mr Clyde. Cameron), who is leading for the Opposition, that in the circumstances it would be of advantage to the Committee if clauses 50 and 51 were considered separately. In that case, therefore, the question now before the Committee is that clause. 50 be agreed to.
