Mr DEPUTY SPEAKER -Order! I remind the honourable member for Oxley that this is a motion for the suspension of Standing Orders, and he is not in order in dealing with matters of a substantive nature.


Mr HAYDEN - I believe that the point has been made. The Government is now being tested on its moral values, and the judgment will depend upon whether it is prepared to support in conscience the proposal we put or whether it rejects it and accordingly rejects the rights of many hundreds of thousands of human beings in the community.


Mr DEPUTY SPEAKER -Does the honourable member for Sydney wish to speak now?


Mr Cope - Yes.
