Mr J R Fraser - My question to the Minister for Social Services refers to a statement he made in an answer to a question on Thursday in which he intimated that the remission of rates or other charges by local governing bodies was a responsibility of State governments and of the local governing bodies themselves. I ask the Minister: Does he know that in the Australian Capital Territory, where the Commonwealth has complete and unfettered power, this Government makes no concession at all to pensioner home owners, who are required to pay rates and water charges to the Government? Does he know also that pensioners here are required to pay land rent to this Government and that this has recently increased by amounts up to 700%? Will the Minister use his good offices to ensure that pensioners in the Australian Capital Territory are given at least the concessions and remissions that are available to pensioners in the States and in local governing areas?
