Debate resumed from 2 May (vide page 1 026), on motion by Mr McMahon:

That the Bill be now read a second time.

Mr Barnes - May I have the indulgence of the House to raise a point of procedure on this legislation? As was mentioned in the second reading speech, this Bill and the States Grants (Drought Reimbursement) Bill are complementary measures. It would no doubt meet the convenience of honourable members if the House were to have a general secondreading debate covering both Bills. At the conclusion of the debate separate questions would, of course, be put on each of the Bills. I suggest, Sir, that this course be followed.
