Mr COSTA (BANKS, NEW SOUTH WALES) - I desire to ask a question of the Minister for Social Services. The Minister would be aware that approved organisations are subsidised $2 for $1 in respect of homes built for aged persons as tenants, and in some cases institutional buildings to accommodate large numbers of aged persons. Is he aware that some tenants of houses and some occupants of such institutions complain that they are obliged to pay an entry fee of up to $2,000 whilst others are obliged to pay money into a trust fund to meet likely occurring bad debts? Is he aware of any unjust exploitation of these people? Will the Minister inform the House whether his Department exercises any control over the running of these places after they have been completed and handed over to such organisations?
