Dr J F Cairns (YARRA, VICTORIA) - Has the Minister for External Affairs noticed reports that United States representatives at the United Nations in September submitted some very significant conditions to the United Nations for the settlement of the war in Vietnam? Those conditions included a vote for the recognition of the National Liberation Front, a ceasefire, withdrawal of all foreign forces, full respect of frontiers, reunification of North and South Vietnam, and international supervision. Was the Minister informed of this action by United States authorities when he was in Washington? If so, why did he not inform the House of this fact when he made his report to the House? If he now has knowledge of these conditions, does he support Mr Goldberg's actions and does he support the conditions as put to the United Nations by Mr Goldberg?
