Mr BEAZLEY (FREMANTLE, WESTERN AUSTRALIA) - My question, which is supplementary to that asked by the honorable member for Hindmarsh, is directed to the Minister for Territories. By way of explanation, I inform him that I am not basing this question on the pre-supposition that natives in New Guinea have to finance brick homes or buy European clothing. There would be a difference between the wage structure in the Territory and our own which would not be related to any meaningful standard of living. I ask the Minister: What steps are taken to ensure that the wages paid in Papua and New Guinea to natives do maintain the native's family in health? The provision of services in heu of wages was known in English industrial history as the trucking system and it was open to abuses. Has consideration been given to the establishment of industrial tribunals in the Territory to protect the interests of the natives?
