Mr WARD (EAST SYDNEY, NEW SOUTH WALES) - I ask the Prime Minister whether it is a fact that, in commenting some little time ago on Australia's position in the Territory of Papua and New Guinea, he stated, " We are here, and we are going to stay here ". If it is a fact, does the Prime Minister's later statement about speeding up independence for Papua and New Guinea represent a change of policy on the part of the Government, and an admission of error in respect of its earlier policy of colonialism? If the Prime Minister claims that there has been no change of policy, will he be good enough to elucidate these apparently conflicting statements?
